Understanding Texas Home and Community Based Services (HCS)

The Home and Community Based Services (HCS) program is a Medicaid waiver program authorized by the Texas Health and Human Services Commission (HHSC). It provides individualized services and supports to Texans with intellectual disabilities (IDD) or related conditions so that they can live in the community rather than an institutional setting.

Some of the vital outcomes the HCS program achieves include increased personal independence, improved communication and social skills, meaningful vocational opportunities, and active integration with local neighborhoods, faith communities, and recreational networks.
